As per LINK HERE, The flight phase logic makes automatic decisions based on the automatic decision disable flag, bit 4 of the Flight Phase Byte.

For status codes 1 and 2, the GPS will wait for 20 invalid readings, then enter flight phase 3, but disable auto-ballast. For status code 3, the GPS will immediately enter flight phase 3, and disable auto ballast.
In order to override these settings, set the Flight Phase Logic disable flag, and manually reset the flight phase. In this mode, ballasting must be done manually, by uploading amounts to ballast.
