Telemetry Refinement

Link to WSSatTelem V1, the subject of this meeting

1. Requirements
   1. Must be able to add telemetry channels at a later date, database and balloon should be able to easily accomodate that
2. Telemetry Value Notes
   1. Sample Collection time must be sent
   2. Raw sensor channels will always be maximum bits available
3. Methods
   1. Indicate the version of telemetry being sent
      1. in preamble in every message presented to database
   2. Indicate the channels that will be transmitted in each message by bitmask, relating to channel # in version
   3. Bitmap shall be mapped to channels
4. Format to be presented to database
